As a result of planned economy's inertia and the lag of reform on political system, the system of administrative leadership decision in china has some problems and can not adapt to the needs of current development of economy and society. In the fast changing society, whether the leaders' decisions are right or not is very important, hence, the system of leadership decision , which is the center of all decisions, meets new challenge. With the new century's coming, it is needed for China to make further reform on the system of leadership decision in order to guarantee the successful development of socialism undertaking.On the basis of analyzing of the organization system, the procedure and the operating mechanism of administrative leadership decision, then on the basis of this, the paper points out the defects of the system of administrative leadership decision on organization system and institution system and gives the corresponding reform measures: Firstly, making clear the role orientation of the administrative leaders; Secondly, departing decision-making against decision-enforcing in a moderate degree and improving the power and responsibility system of the administrative leadership decision; Thirdly, pursuing specialist consulting system, and putting more emphasis on the construction of consulting and information system; Fourthly, pursuing the policies of great decision notification and hearing system and improving the mechanism that common people participate in the administrative decision-making; Fifthly, improving monitoring mechanism, speeding up the construction of legalizing the administrative decision-making; Sixthly, putting the resignation mechanism for taking the blame into effect, improving the institution that the responsibility of wrong administrative leadership decision should be taken.The reform on the mechanism of administrative leadership decision in China chiefly depends on the governmental agencies reform and even the state political mechanism reform, while the cut-in point of the current decision-making mechanismlies in institution innovation, such as the mature hearing system, specialist consulting system and scientific quantization system of decision-making as well as in further improving the monitoring institution and responsibility ascertained of administrative leadership decision, ultimately targeting at democratization, legal institutionalization and scientificization. |
