As an important part of the building up of national defense, the civil air defense project is a significant infrastructure for preventing the air attacks from the enemies. In view of the unsuccessful implementation of the bidding invitation and the insufficiency of the methods of bidding invitation and evaluation during the construction and management of the civil air defense project, this thesis has made an analysis and some research work on the current situations regarding the invitation and evaluation of biding during the construction and management of civil air defense project. After taking the factors influencing the final decisions of bidding invitation and the principles for establishing the bidding index system, the thesis has established a preliminary examination and bidding evaluation index system for the construction of air defense project and had a discussion on the unification of the related indexes to suit different conditions. Based on the comparison with the currently widely-used bidding evaluation methods, a new way combining the methods of GAHP and fuzzy state comprehensive assessment is proposed and the related bidding evaluation model is thus set up and applied to the actual examples of the air defense project. With the research, this thesis has provided a reliable foundation for the bidding invitation and evaluation during the construction of the air defense project and has a practical meaning of making the full benefit of the bidding invitation and evaluation job.
