Research On Assets Management Mechanism And Value Chain Management In Scientific Research Design Units

Scientific Research Designing Unit in China belongs to institution unit when it was first founded. From the mid 80's, enterprise management has been practiced in these units, and gone toward market. At present these units are developing to science and technology enterprise from institution system. The theory research of enhancing enterprise'core competence is focused in management fields. In the paper the systematic research is studied on founding of assets management mechanism, developing of the great function of invisible assets, and strengthening of the management of value chains and the cultivation of core competence.The first new point: Assets management mechanism must be established and function of invisible assets must be emphasized when scientific Research Designing Units are developing to science and technology enterprises from institution system. Hundreds of Scientific Research Designing Units in China have been developed to enterprises, most of which are limited liability companies. Although management mechanism have been changed in these units, the ignorance of assets management mechanism results in insufficient development of synthetical advantage. In the paper the theoretic research of assets management mechanism is discussed. The problems of existing assets operation and the difficulties of developing to enterprises and establishing mechanism are deeply analyzed and the countermeasures of establishing and strengthening assets management mechanism are introduced.The second new point: When Scientific Research Designing Unit changes to enterprise, creating new management mode will be the foundation of sustainable development. In the paper knowledge management system has been established, and Q-E-OHS unified management mode is introduced for Scientific Research Designing Unit to develop in creating and advance in reforming.The third new point: The replacement cost of invisible assets evaluation has been improved. Based on the invisible assets evaluation and the value accounting of Scientific Research Designing Units, the goal of invisible assets of Scientific Research Designing Unit has been introduced, and confirmed with examples. The fourth new point: The value chains and potential distinctive character of Scientific Research Designing Units have been explored and the enterprise core competence has been analyzed based on the exploration.The fifth new point: ECC index evaluation system of Scientific Research Designing Unit has been established with HBS institution as researching target for confirmation. In the paper the synergistic and integrated measures of cultivation of core competition and value chains in HBS are introduced.
