| Hubei Petroleum, namely SINOPEC, Hubei Petroleum Branch, is the biggest energy resource enterprise of petroleum and chemical. In the fifty years' history, Hubei Petroleum plays a very important role in providing energy resources. Similar to other large-scale state owned enterprises, under the condition of market economy, Hubei Petroleum carries out reforms in production, operation, sales, and internal administration. At present, with the deepening of opening up of enterprises of energy sources, entry into WTO, and the intensification of competition in the market, Hubei Petroleum is in a critical period of its development, and is trying to strengthen the enterprise and stabilize and develop market by setting up the nucleus power. Under the new conditions of economy, the attraction, aggregation and utilization of talents has obviously become the sharp-edged sword to get the upper hand in competition. The casting of such a sharp-edged sword becomes a great mission for human resources management of enterprises.The appeal for urgent reformation of management system of human resources is because of the current situation of human resource management in petroleum and chemical enterprises: the management objective is not clear and definite; the management of personnel is not carried out according to the laws of market economy, for instance, employment mechanism is in the process of transformation and market plays a minor role in allocation of human resources; there exists many problem in the management of human resources, and the incentive mechanism is not sound, which makes it difficult to mobilize the enthusiasm of employees; capital for human resources is inadequate, which results in the decreasing of the quality of employees; traditional personnel administration system has become the bottleneck of the reformation of Hubei Petroleum, and it is necessary to carry out an all-round and complete reformation so as to meet the requirements of market economy.Basing on previous discussion, the paper first explores several theoretical issues to be understood and clarified which concerns the management of human resources, and then analyzes the actuality of and exiting problems in Hubei Petroleum. In the three sections of the paper, the author analyzes the characteristics of human resource administration systems of enterprises of USA and Japan, which brings edification as to how to reform human resource administration system of Hubei Petroleum. In the final section of the paper, the author puts forward audacious suggestions and strategies for the perfection and development of human resource administration of Hubei Petroleum. |
