Information publicity is a basic legal system. Since the World War II. With the development of social economy, the consciousness enhancement of democracy and right, the advent of information society, information publicity has become a worldwide tendency and there is a heat of the legislation of information publicity all over the world. On the basic analysis on systems of Information publicity of different countries, from several point of views such as democracy, social economy, information society, the thesis tried to analysis the status quo, point out the problem involved, and give an expectation on information publicity of China.The thesis is divided into four parts:Part 1 discusses the basic theory of the system of information publicity. Expounding mainly the right subject, the obligation subject and the third party of information publicity; expounding the right and the obligation of information publicity; pointing out six basic principles of information publicity; expounding the scope of public information and nonpublic information; designing the procedure in information publicity.Part 3 discusses the guarantee system of information publicity, the remedy sort and the remedy approach of information publicity.Part 4 point out the situation and the problem of information publicity in China, and put forward the countermeasure.
