In the course of china' s economic system reform, industrial organization acts as an important role in promoting government institution reform and transforming government function. So, industrial organization development gains strong support which originates from government, especially from central government. But everything has two sides, as a result of this mode is the internal structure of most industrial organization was bureaucratized, it means they can hardly work efficiently.In first section, through analyzing actualities, we can conclude that the maladjustment between the manner of administrating economic and the need of economic development is the main factor which blocks the development of industry organization.
