Since the reform and opening up that began in 1978, China has re-launched the historical process of modernization, and entered a new era of building socialistic modernization in all aspects. As the country's development of economy, education, technology and culture has proceeded rapidly, the development is severely unbalanced from region to region. Compared with the eastern coastal regions, the development of the western ethnic regions is relatively slow. The development of these two regions is unbalanced and the gap is quite large. This situation is affecting social economy and people's political lives in negative ways. It is not conductive to eliminating material inequality between ethnic groups, nor to enhancing co-development and co-prosperity of different nationalities. Thus it has become an obstacle both to China's socialist modernization and to the great revival of the Chinese people in the 21st century. This paper views the imbalance of regional development as a problem in the course of China's modernization, so it analyzes and weighs the problem from the angle of political science, and then gives several suggestions as to how to solve the problem.
