As public investments, integrated agricultural development plays an important role in agriculture development. It is also a basic strategy for the government to support agriculture.Lots of financial funds and related funds have been put into agriculture through integrated agricultural development and formed a large part of agricultural development assets. Property right management system of integrated agricultural development like other state-owned Properties management system is faced with reform in Jiangsu province and other parts of China at present because of the unsuitable reforming measures and incorrect matching of new and old systems.This article is to explore the new management system of the state-owned assets property rights of integrated agricultural based on asset property theory, public economics and asset management theory. A case study on the reform of property right system of rural irrigation program has been conducted in Jiangsu Province. The case study shows that property right reform has brought new energies into the management system of rural irrigation through property right in exchange of capital. The result of case study indicates that property right reform of small-scaled irrigation system in rural areas can lead to a new management system that is efficient and effective.
