Our Party have been making great efforts to fight against corruption and gained rewarding results, the corruption especially in the government can not be ignore. At the period of transfering from planning economy to market economy, there is some corruption in the government, for example, the corruption in the politic, the economic and moral . The corruption will block the development of national economy, destroys the stability of politics and society. Whenever there is corruption, the work of government can not be carried out efficiently .so We must firmly fight against corruption and sparkplug probity in the governments, Only we fight against corruption and sparkplug probity in the governments can, the functions of government run normally and well, people trust government and the society ethos straighten up.This paper attempts to explore the significances of fight against corruption and promoting an honest and clean government .At the same tune, the reasons accounting for them are discussed. As a conclusion, the author propose some constructive way to deal with corruption.Part one: Significances of fight against corruption and building an honest and clean government are explained. On one hand, the focus of work for a government is shifted hi a transferring period. As a result, the political, social and economic functions of government are all changed. Then only when we stage a successful fight against corruption can we guarantee the smooth progress of Socialist democracy and legal system as well as the realization of effective functions of the government, can we give more reign to government to interfere with the market. On the other hand, the characteristics of a society undergoing transformation require the fight against corruption.Part Two, Analysis on corruption in the government and its negative effects that it will produce. There is corruption in the politic , economic and moral .conduct corruption, moral corruption. Negative effects; hinder the development of economic construction; endanger the political stability and offense against social order.Part three, Analysis on the reasons of corruption in the government in the period of transfering from planning economy to market economy. It mainly due to economic and politic system, ideology and personal factors, combining the characteristics of he period of transfering from planning economy to market economy and tracing to the source of government corruption.Part four, In search of the constructive way to fight against corruption and sparkplug probity in the governments . First, we should promote cultural and ideological progress byeducating with the fine traditions of our Party and the conception of an honest and clean government and "Three represents". Secondly, we must deepen reforms in the government to set up an honest and effective government. Thirdly, we must guarantee to strengthen legal system, reinforce the consciousness of ruling by law and increase lawmaking to control the act of official in the government strictly. Finally, a constructive measure of struggling against corruption proposed, that is strengthen supervisory force and to establish supervisory systems concerning all aspects; the key to supervision is to extinguish privileges. Thus, it is necessary to amplify supervision over disciplines, especially to focus on the supervision over the leaders at executive level. We should strengthen surveillance by power department, especially depend on the functions of People Congress congress, the masses and public opinion so as to further the supervisory systems .Only in this way can we stop abusing of the power and increase its transparancy in the implement of power to control corruption and sparkplug probity hi the period of transfering from planning economy to market economy at rewarding direction.
