With more and more competition in the market and the seed industry faces the big challenge in the world market. In that case, the amount of marketing in the company could not go up in continuously three years although it was not failing down. The key point caused the problem was that the company had not set down a systematic development strategy.The study was carried out by use of following methods: (1) a qualitative analysis method; (2) the analysis method based on the information integrated one hand datum with second-hand datum ;(3) the case study method; (4) questionnaires and (5) SWOT analysis method.This paper described the trends and its characteristics of seed industry development in China an in the world. Guangxis; the status and the problems in seed industry of Guanxi Autonomous Region; and focused on the development with strengthening and weakness of internal environment and the opportunity and threatens exist in external environment. The development strategy was made up based on the SWOT matrix analyzes. The components of the strategy of the seed company development were following:1) Strengthening system reform in the company management;2) Executing HRD and innovation encouragement;3) Improving seeds varieties innovation;4) Enlarging domestic and international market;5) Developing melon vegetables business;6) Implementing cooperation and collaboration with other partners for win-win objectives Finally, some recommendation for management of the development strategy, viz. implementationand control of the development strategy, are put forward.
