All in this world will evolve from the simple phases to the complex or from the inferior to the superior, which is the basic rule for things to grow. Agriculture restructuring will also move from one stage to another, which has been discussed by the economic circle.The adaptive restructuring has gone through 3 periods, one in which the grain production was taken as the baseline to drive behind the aggregate growth, followed by that the grain production should never be let loose but diversified farming be explored, and then by the phase that targets at the efficient farming for high yield and quality. It is predicted that the strategic restructuring will, likewise, put on the similar pattern. There are 4 factors that call for the strategic drive, namely, demand, resources, scientific level and the administration system. In consideration of the future objectives and the reality through theoretical analysis, this paper puts forward the theoretical framework for the structural readjustment objectives and 5 indicators to assess the land output, productivity, the competitive edge of the produce market, agri-food processing as well as marketing rate, and the grain sufficient rate. This thesis also attempts to phase the restructuring endeavor into 4 stages, one in which the supply-demand balance should be adjusted through quality promotion, one when the competitive edge should be sharpened by realizing the comparative advantages though crop zone development, the agribusiness promotion stage focusing on the vertical integration of the production, processing and marketing and the coordinated rural-urban growth period characterized by the rise of the urbanization level, the free move of surplus labors, and the booming of the service industry in rural areas. Tasks to be accomplished at each stage are discussed in this paper, as well as the challenges and the addressing measures. The target evaluation system and the phases are the innovative arguments of this thesis. |
