Beginning with discussing the economic properties of bar code for commodity and its effects on development of economy, the author analyzed the demand discipline of manufactory code, process mechanism and network effect of barcode usage, in addition, the manufactory code supply by article numbering organization and its efficiency were also revealed.based upon the above analysis, the author made a historical analysis of manufactory code supply, described the institution evolution of the bar code and reached the conclusion that there exists market failure for the bar code-there being no stimulation, based on the practice of Article Numbering Center of China and the view of public goods supply and public department, this thesis put forward some approaches in supply efficiency enhancing of our country's article numbering organization on the point of promoting internationalization level in goods code in our country. Two-Part tariff on the basis of annual production value is a pareto ameliorate way to solve the free-ride in users of barcode for commodity; the author analysis the influence on our country's article numbering organization of business pattern evolvement, industry structure and system environmentThis thesis' conclusion can be used as a reference for the article numbering organization of our country to enhance the practice level in the new period.
