The main reasons consist in the irrational structure of industries and unsuitable theories in last several adjustments.In my opinion, if the methods that we simply make attention to these industries which perhaps own advantages in some aspects are taken to make the policies of industries structure, we can hardly get a good result. So the way that depends on the correlative relationship among the industries should be more reasonable. Basing on this opinion, I have researched the theory of correlative effect among industries, which has been triumphantly used in the adjustments of Japan's and Korea's industries structure. In the view of correlative action to each other between any two industries, this theory clarifies the mind that those industries which have more effect upon other industries in the whole economy should be made more consideration when adjusting the industries structure. In addition, the kind of these important industries is named leading industry.Of course, I won't neglect the real-life meaning of underpinning industry. After all underpinning industry today is driving the economy to go forward before leading industry is developed. This real-life meaning could be analyzed in the theory of relative advantage of regions from aspects of absolute data, relative data and increase flexibility coefficient of GDP, productivity and employment ratio, by which we can compare the positions between Hebei province and other provinces or any two regions in Hebei. In this course, we should make an analysis to the regional competitive advantage of industries in industry (include the market occupancy and location quotient) considering industry's important status in our province.It will be more reasonable to make out the prior developing industries after making a thought of the economic meanings of leading industry and underpinning industry, which is the largest innovation of this article . In one word, the aim of this article is to make out the prior developing industries by analyzing the two aspects of leading industry and underpinning industry in the theory of correlative effect among industries and the theory of relative advantage of regions.
