Based on capital time value, the paper works out the cost coefficient for value analysis.The ratio of function coefficient to cost coefficient is the value coefficient of O.F.. Through analyzing value coefficient of three cases, the paper gives advice for the enterprise to pay attention to management and finishing design, for the consumer to think of not only cost but also function of O.F., for the government to supervise and standardize the market.
