Trade restrict measures based on environmental protection has become one of the mostsignificant issue in recent years in the area of international trade. WTO NAFTA & MEAs havegreatly concerned those issue, the author attempts to provide accessible advice for China aboutits attitude and expected policies after analyzed those different policies on trade and environment.Chapter one discusses the basis theory of trade-environment measure as well as its currentissue. In fact, an fatal conflict does not exist between environment and trade .There are so-calledconflicts only for the gap of harmonization policies between environmental policies and trade policies, such as differences on basic principles. The author is going to discuss these differences and give a comment, tell the current circumstance and diagnose the main ill of trade-environment issue.The second chapter introduces the main principles & measures of WTO/GATT, as well as its judicial tendency in future years. As for its historic reasons, there is few accessible trade-environment measure in WTO/GATT legal system. Compared with the related measuresof NAFTA and EU mentioned in chapter three, WTO/GATT are greater representative for developing countries, so it's more impartiality and is an authority developing countries' view.Chapter three mainly prescribes the chief measures and policies of trade-environment issues in NAFTA and EU's legal system. In the first section the author confirmed EU's profitable policies and its inconvenience measures for developing countries. NAFTA's related agreements are introduced in the second section. NAFTA is a pioneer to write trade-environment issue measures into its agreement systematically, which has provided great deal of advisable model articles in green trade area The author believes that these measures must be convenient reference for other regions and organizations in spite of their immaturity.In chapter four the author refcres to green trade measures in multiple environment agreements and unilateral green trade policies ruled by other country. The author points out that measures conducted by the related country itself can only bring about retorsion and out of advisable, most conflicts are the result of those unthoughtful acts. The green trade issues can be best settled by means of collaboration.The last chapter points to China's own green trade policies. On basis of former analysis and conclusions, the author expects to looking for a profitable means of green trade issues for China linking to it own real circumstance and the barriers & difficulties as well as the economic mood after China has reentered into WTO. The author advices that firstly we should look on as the green trade issues rationally, after all, green trade is not equal to green trade barriers. We can only enact proficient rules in international green trade system by a clear outlook on these issues.
