The booming construction market due to the rapid development of natural economy currently provides construction enterprises a prosperous prospect. Meanwhile competition intensified increasingly, especially more and more advanced foreign construction companies' entrance into China with China's entry into WTO, domestic construction enterprises are encountering hard challenges that had never met before. Whether domestic enterprises would survive and compete in global market depends on enterprise's competition power which ultimately depends on the quality of human resource. It has been the key obstacle affected domestic construction enterprises to compete in international market.This dissertation firstly analyzes the opportunities and existing problems in construction industry and put forward that education and training for construction project employees has become the key factor influencing construction industry development. Then the author expounds the current situation of construction enterprises and employees indicating the poor quality of construction employees as well as the lack of senior construction staff, especially international site managers, are the main defect being to blame for the poor benefit and poor competition power of enterprises. Education and training therefore is the prime way to enhance the quality of the employees.The dissertation then analyzes the parts that should take the responsibility of training and emphasizes government's role as a key part. In light of the important of site manager's role, it has been elected as a research subject. And the author begins with the site managers' vocational qualification discussing the government administration for site managers training both in China and UK through four aspects including the development, administration, examination and training and analyzes the reasons result in the differences between two counties. Later, the conception, process and advantages of levy return system of CITB have been introduced by cases illustrated.Finally, the author educes some new findings on Chinese government function to education and training for construction employees, which is concluded from site manager vocational qualification system and levy return system in UK and concerns standardize industrial training, attaching important to the process management toteaching, altering the examination system and promoting the quantity and quality of assessors, etc.
