On 11th December, 2001, China joined WTO. This event brings challenges as well as opportunities to the Civil Aviation world. Rising to the challenges, nine key airlines of China have reformed into three group companies through consolidation or regrouping; the goal is to remain competitive in the ruture global competition by optimizing use of resources and reorganizing products structure. Air China Group has six MRO facilities, Chengdu Maintenance Base where I work is one of them; each of the six facilities has rich resources and independent repair capabilities and market, however, some of them are overlapped and not efficiently used due to lack of integrated planning. The average annual maintenance cost of the whole group is around 850 million; with the number of aircrafts in the group's fleet to be doubled in 10 years, the maintenance cost is expected to increase accordingly.The purpose of this article is to find a scientific, reasonable maintenance layout to ensure optimized use of resources and minimum cost by analyzing the current situation and advanced management of our foreign college companies, based on the theory of the Industry Area's Transfer, using the calculation method of SWOT and Linear Programming. When this program becomes successful in Chengdu, it can be applied to other facilities in the group, thus the target can be achieved.
