This paper mainly indicates the following: according to the condition of the socialist market economy, in order to promote the conversion of scientific and technical achievements , we meet the need of the valid and new mechanism that forms the combination of technology and economy, even combines the three of production , study and research. Through researching, studying and analyzing the current condition of the Chinese Petroleum Natural Gas Pipeline Science Research Institute and Langfang Petroleum Pipeline Special Constructing Machine and Tool Institute that convert the efficiency of the scientific achievements, we go a further step on analyzing the restrained factors and problems which lie in the efficient conversion of scientific achievements, furthermore, investigate the path that can promote the conversion of scientific achievements benefit. Through the research on the subject , we can learn and direct the following aspects: the scientific institutions , the choose of the subjects, the formulation of the scientific guiding lines , the investment of fund , the reforming of the scientific system, the establishment of the staff, the spread of the achievements even the conversion of the achievements benefit.In recent years , many scholars and government focus on the problem that causes the low percentage of the conversion of the scientific achievements. While actually, the percentage is not very high overseas. The most important two are the conversion of benefit and efficiency ; this paper concentrates on the former.
