| With the strengthen of trends in trade liberalization and integration of world economy since 1990's, two apparent changes should be considered in barriers to international trade. One is that the emphasis of trade barriers is transferred from tariff barriers to nonï¼tariff barriers (or NTBs), the other is that the emphasis of NTBs turns from quota to Technical Barriers to Trade (or TBT). TBT has became the principal measure and advanced form of protectionism.Chinese economy relies on import&export badly with the expanding of foreign trade. In recent years, however, TBT from developed country has impacted China's export frequently because of kinds of reasons such as our technical level and the structure of export products. TBT has became the most critical problem of China's export instead of anti-dumping. All above are the background of the subject.TBT plays a very important role in international trade. Depending on the advantage of technology, developed countries takes more and more TBT which has features including focalization, flexibility, wide-ranging, etc, to protect domestic industry. After entering World Trade Organization (WTO), China is faced with dual challenges which are spanning TBT and protecting domestic market. TBT impacts China because of the concentration of China's export market , the low level of the export products and the imperfect of China's TBT system. Consequently, spanning foreign TBT and establishing domestic system of TBT become the strategic issues which guarantee continuous development of trade and protect the national economy safety. So it is very important to study on influence of TBT and China's countermeasures.This thesis has six chapters, studies TBT and its influence to the Chinese trade with the order of putting forward questions, analysis questions and solving questions. In study, benefited from the other countries construction practices of spanning TBT, some suggestions are given based on the research of the functional mechanism on TBT.The first chapter is introduction, investigates the background and significance of subject, the study origin and context.The second one is theoretic base segment, mostly researches TBT and the WTO Agreement on TBT. According the Agreement on TBT, this chapter analyses the limitation of it.The third one studies the TBT's present situation in USA, Japan and European Union, according the classification of TBT.The fourth one deeply analyses the TBT's impact on China. The first is analysis of present situation of TBT's influence. Then based on positive investigation of TBT which China are faced with, this chapter gives dialectical analysis and puts forward the main reasons of negative influence.The other countries practices of spanning TBT are analyzed in the fifth chapter. Then China can benefited from these experiences.The sixth chapter studies the questions on China spanning TBT and the countermeasures solving these questions. This chapter is also the last core segment of this thesis, lies on the phase of solving questions. At first, this chapter investigates the functions of the TBT. Then the thesis points out that the gap between China and developed countries in technology is the cause of the TBT. So, enhancing the future science and technology level is the key factor of spanning TBT in China. Consequently, several suggestions to both government and enterprises are put forward with consideration of conditions of China.Main fruits from this paper are shown as following:1.
