The quality requirement of environmental protection of countries for product is more and more high, especially, developed countries has installed many standards for importing product in the aspect of environmental protection, our country will name it green barriers. Green barriers is the important composition part of technical barriers. Along with development and the establishment of GATT and WTO in multilateral trading negotiation promote , tariff barriers reduces gradually, the protective role of its trade had been replaced gradually with the non-tariff barrier mainly with technical barriers. In international document, have no a word " green barriers". " green barriers " can say that is a new word of the self creation of our country. In the world , have no authoritative definition. The green barriers concept of our country that some scholars put forward is put forward mostly from the economic benefit position of developing country, have certain unilateralness. Green barriers is a kind of barriers that can be surmounted , is the barriers of a kind of neutral. Normal green barriers denotes to adopt trading measure reasonably legally so as reach really to protect environmental purpose; And not normal green barriers denotes in order to protect well-known environment, reach trade to protect the measure of purpose. As our country joins World Trade Organization, the product export of our country is faced with good fortune, but also encounter stern challenge.
