| â… . Background of the thesis Medical insurance is the vital part of social guarantee. It satisfies people's increasing material and cultural demands, coordinates social conflicts and lessens social unrest. In China, a series of reformation in the field of medical insurance has been performed while establishing socialistic market economy. With the deep-going reformation and the acceleration of socialistic modernization process in China, the existing medical insurance system doesn't play an active role and there are still problems in implementing the new medical insurance system, therefore some specific policies are to be bettered. The thesis takes "Medical Guarantee system and Stability of Society" as topic, it studies the relationship between reform of social guarantee system (especially reform of medical insurance system) and political stability by utilizing basic theories of politics and public administration. After thorough analysis on the policies of medical insurance, suggestions are given to deepen the contents of politics, broaden the field of politics and strengthen the applicability of politics.â…¡. The thesis is divided into four chapters. Chapter 1 The formation, development and reform of medical insurance system. Three problems are discussed in this chapter: firstly, an enlightenment is drawn to the medical reform in China after analyzing the basic mode of international medical insurance system and the tendency of medical reform in both developed countries and developing countries; secondly, the advantages and disadvantages of the three medical insurance modes before reform are analyzed on the basis of elaborating the characteristics of government fund medical insurance, labor insurance and cooperative medical insurance of countryside; thirdly, summarize specific experiences after recalling the process of medical insurance reform and by analyzing the achievements in China, meanwhile, point out some neglected problems.Chaper 2 Adopting effective measures to establish and better the medical insurance system After expounding and analyzing different levels of demands of Chinese people, valuable experiences are accumulated in the process of medical insurance reform. Therefore the feasibility of the new medical insurance system is discussed, further more suggestions and measures such as "serious illness funds" along with the basic medical insurance system are presented. Chapter 3 A complete set of reform in medical and health system. In this chapter, four reform measures and projects are listed assorting with medical guarantee system of our country.Chapter 4 The far-reaching significance of medical insurance system to political stability. Four questions are discussed in this chapter: firstly, medical guarantee system bears the function of political stability; secondly, medical guarantee system makes for adjusting social equality, the concept and connotation of social equality is elaborated; thirdly, unequal distribution has an ill impact on the social political stability. Income gap has ill influence on political stability, in other words, the recognition of political norms are challenged, the validity of public right body is shaken and political authority is weakened.
