A number of mend must be taken in order to build up a set of hortative export policies conforming to the rules of WTO. Export Credit Guarantee Program acts as an efficient officially supported system, gaining more and more attention of people.Export credit guarantee came into being in 1919, the set up of Export Credit Guarantee Department Britain symbolized the birth of officially supported export credit guarantee system. With a global view almost every country had set their own export credit guarantee system, whether it is a developed country or a new Industrial country or a developing one, availing themselves of export credit, export credit insurance and export credit guarantee and other policy-oriented financial measures to advance the export of native commodities, possessing more international market. So the system has developed into a international trade routine.Compared with the history of export credit guarantee system, its foundation in our country is later only in 1989 was the People Insurance Corporation China authorized to develop the transaction. Although 15 years passed the scale and rate still can't fulfill the large need of the fast increase of foreign trade. In 2003 the of total business volume the China Export & Credit Insurance Corporation underwritten to export income is 1.25 percent, large balance exists not only between it and the level of Japan or France, butalso between it and that of the world average level. As a result how to accelerate thedevelopment of our Export credit system is a most valuable thing.The way of comparative analysis and combination of theory and practice have been adopted in the article. Through analyzing the foundation, development, feature, function of the system, and the comparison between alien arrangement and ours, the situation and some problems are pointed out and on the basis of which some advices are put forward and I hope that will do better to the national legislation of our export credit guarantee system.
