| The paper solves the shortcoming of transmission pricing research, including the unfair transmission fee between loads and generates, the unreasonable increasing transmission charge for congestion and how to estimate the benefit of network. To solve the unfairness between loads and generates, it uses the factors of using network to locate the transmission and loss charges between generators and loads impartially, which settles the allowance between them. To solve congestion, it adopts the OPF to settle the unreasonable increasing transmission charge. To estimate the benefit of network, the paper concludes the net income of network is made of capability and the rate of using network from the sum of transmission charge view.
