On The Framework Of The Rural-ruling Powers In The Less-developed Region

After crossing into 21st century, rural reform in China has been coming into fortified phase. Outstanding problem doesn't only exit in economy scopes, but also in politics scopes and the real state of country-politics is restricting the development of rural economy. Analyzed from the sight of society, the protruding of "San-Nong Problem" implies the cause of rural politics more than that of rural economy. This instance is representing more obviously in the less-developed region of the China-west.The paper is completed by means of the case study. Firstly, to master the raw and processed materials of the case as possibly, then to study the case and draw in some universal cognition of the rural-politics.The case--Lang-Mu country lies in the west of Hunan province.It is far away from town and bazaar, with the less-developed traffic and trade, the lagging culture and conception. On studying the rural ruling of agriculture, non-agriculture, the all-around administering and the phenomenon of the absence of the ruling function in the case, the paper holds that there are 5 main doers in the course of dynamic country-ruling behavior, namely, the nation power, local government, Villagers' Party branch, Villagers' Assembly and villagers. Among them, it exists conjunct interest and social motive, but different requirement and distinction of the ruling way and function each other. And these conflicts and distinctions affect on the orderly-development of rural-ruling.In the logic structure of country-ruling, country-ruling power is in the core position. It isn't simply equal to the nation power or villagers'self-government power, etc. It comes out from the reciprocity of the nation power and country powers. Along with increasingly-been-transferred of the social model, the bourn between the nation and the social is gradually becoming in focus. The influence of social power, which engenders from the social inside, becomes more and more prominent, and both of them bring into play in the country ruling.In the practice of the country ruling, it exists various interest colonies, with conflict and unification of their interest. The rural ruling is the result of the function of the manifold powers. In the real country life, surrounding the rural-ruling of the "Acquaintance society", the ruling powers come forth with more factors: the nation power and local government which come from being out of the country; Villagers' Party branch, Villagers' Assembly and villagers which from the inside of the country. They form together a system of the rural-ruling, with different interest, the ruling way and function. In the course of rural-ruling, among those ruling doers, not only dose the text relation exist, also the structural pattern of the rural-ruling powers comes into being in the "'Acquaintance society". Under the function of their action, the rural-ruling is approaching the orbit of the benign development.
