| On the ground of the development of High-Tech Industry and the construction of New Material Industrial Base at home and abroad, this paper analyses and evaluates Hunan National New Material Industry Base, according to the estimation index system and through annotating the connotation and estimation of function and analysis of actualities and expatiation on advantages and disadvantages of "base". Moreover, this paper brings forward some suggestions on the Hunan national new material industry Base, with view to improving the ability of adaptation to the developmental trend of intense competition and increasing the contribution to the regional economic development. As to the part, it is no doubt that the paper had a rather significance in theory and practice, based on the rapid development of New Material Industry with more important attachment.The article can be divided into six parts as follows:1. Exordium. In this part, the present state of High-Tech Park, the present state and trend of new material industry at home and abroad are briefly introduced, plus, some theories concerning national new material industry base and some background knowledge concerned and important concepts are explained. From this, the paper put forward the theoretical and practical significances of the construction and estimation of national new material production transformation and industrialization base.2.The analysis of the present state and the trend of national new material industrialization base. This part analyses briefly the necessity of national High-Tech new material production transformation and industrialization base, surveys the development and the present situation of national new material industrial base. And analyze and expatiate on the model of running and managing, the trend and emphasis of regional development.3. Function and estimation index system of industrial base. This part considers the characteristic and meaning and function of New MaterialIndustrialization Base heavily in theory. And based on use for reference of development aim and estimation system of National New Material Base, the paper sets up an evaluate index system with qualitative and quantitative analysis according to some principles, and put forward the estimation way to national High-Tech new material production transformation and industrialization base.4. Analysis and estimation of Hunan National New material Industrialization Base (HNNMIB). Based on the estimation index system, the present situation and advantages and characteristics of HNNMIB are analyzed. Moreover, as an example of Hunan New MaterialIndustrialization Base, this part evaluates the regional base--HunanNational High-Tech New Material Production Transformation andIndustrialization Base, and enterprise base--Changsha Lyrun NewMaterial Corporation.5.Analysis of measures. At this present, the new material industrialization bases of our country are far from maturity. Though there has set up 37 this kind of industrialization bases in our country fromJun.1995 in which Haimen --the first base of "Torch Plan" was set upto Nov.2003, some problems still exist. This part gives some advice from four aspects: (1) Cultivate corporation technology innovation under clustering circumstance; (2)Put forward developmental model of national High-Tech; (3)Actualize tactics in person with ability; (4)Manage the relationship between government and enterprise in technology innovation, and bring government into playing the special function fully. (5)Stand out special characteristic, build new material industrial base with high added value.6.Conclusions: (1)It is inevitable that the new material industrial base become the trend and core to the development of new material industry in China. (2)Construction of New Material Industrial Base just follows and applies "Regional economics theory" and "Regional innovation theory" to practice.
