Property-rights are the corn and main content of ownership system. An effective property-rights system is the key to the economic growth. At present, the outstanding issue which restrict the industrial development of Gansu is the lag of property-rights system reformation, which keeps a lot of funds under the control of low effective property-rights for a long time, make it difficult for the resources to rearrangement and combination and difficult for new resources to enter the regional market of Gansu, consequently the resources can't achieve their benefit and efficiency. Therefore it is the urgent problem to accelerate the property-rights system reformation and to promote the property-rights market development in the course of Gansu's industrialization.The marketlization of property-rights will become the motive and supporting power in the industrialization and adjustment of economic structure in Gansu. With the deepening of property-rights system reformation, the needed resources and factors surely form the trend of great flow which will satisfy the demand of Gansu' industrialization. Accompanying a great deal of transaction and competition in property-rights market, it will become possible for effective organization of property-rights to dominate the resources and effectively allocation the resources between urban area and rural area, different ownerships and different industries.Based on Marx's ownership theory and the modern property-rights theory, it is necessary to study and absorb the western one and improve the present one that based on Marx's in the process of property-rights marketlization. It is need to discuss the common character and special character of regional market to make the trade much more standard more widely. It is the key point to change the government's function and correct its wrong position to transfer from planning model to market model. It is also necessary to develop all kinds of property-rights markets besides capital market. Through property-rights marketlization, on the one hand to deepen the reformation of the state-owned property-rights to improve its efficiency, on the other hand to foster multiple subject.
