State enterprise which is the pilar of national economy plays a very important part in our socialsit madernizations construction.As the socialist planned economic structures are changing into the market-oriented economy structuses ,state enterprise which are not suitable for market economy have difficulty and are got into trouble .A manging person is a key to decide whether state enterprises are success or failure .To train a managing person with high quality, one important aspect is to establish encouraging and binding managentment structures . As we know ,a good system can make excellent persons outstanding ,while a bad system can inhibit and dampen the initicative of talents .To establish and improve the encouraging management of the managing persons in state enterprises ,it is imprtant to fully arouse the enthusiarm of the enterprise managers.The encouraging managment inducles material reward,career encouragerment, emotion encouragement and duty encourangement. By these means , it bind some persons in very important things, such as the use of fund,producing , chistribution of income and the system of personaal placement . To establish a group of enterprise managing persons with high quality, we also need graducally deepen .the reform of presonel system instate enterprise , and form a good social enviroment for the maraging persons in state enterprise through the reform of system .methods and markets and so on.
