| Human resource management information system (HRMIS) regarded as an important part of management information system (MIS) is studied with the advancement of MIS. Nowadays, HRMIS developed to the third is advancing. HRMIS' demand is more and more with reform of our nation, but HRMIS is not present in china. MIS of personnel performance appraisal for officials at organs in china maritime system is important and practice is founded by investigating, analyzing and studying actual conditions of personnel performance appraisal for officials at organs in china maritime system and adopting existing resource. Operational efficiency and level of management will be improved, and conditions of HRM will be advanced and industrial and social identifying will be better.In this paper, based on public sector HRM, official, MIS, maritime management theory, and so on, actual conditions of personnel performance appraisal in china maritime system are analyzed by questionnaire and direct surveying method. Many methods are adopted including quantitative and qualitative, theory and practice and statistical method. Several aspects are mainly studied, which are condition of the relative theory, actual condition, theory and method of personnel performance appraisal for officials at organs in china maritime system, MIS' actual condition, MIS' analyzing and designing of it.Firstly, object and importance of paper, condition of relative theory is expatiated.Secondly, depending on the basic theory, the relative concepts, principal and method of MIS, the personnel performance appraisal theory are introduced.Thirdly, actual conditions of personnel performance appraisal and MIS for officials at organs hi china maritime system are analyzed.Fourthly, the new method of personnel performance appraisal for officials at organs in china maritime system is studied, including frame, index, and weight of index and compositive appraisal method of it.At last, MIS' demanding and designing of personnel performance appraisal for officials at organs in china maritime system is studied, including analyzing ofdemanding, designing, and some of problems about founding and realization. |
