Currently, in the field of Electronic Construction, the development of MIS is basically customized according to enterprise's requirement. The fact that all the phases of developing process, arranging from analyzing and design to coding and testing, have to be carried out from scratch results in the defects of low developing efficiency, long developing cycle and high cost. This dissertation focuses on a solution of constructing MIS for the field of Electronic Construction. The solution is to construct a MIS developing platform based on component technology. Enterprise can easily achieve the goal of fast MIS construction, with the help of second development on the basis of the MIS developing platform.In this dissertation, theories of E-MIS construction(E is the abbreviation of electronic which indicates the field of Electronic Construction) are introduced first. The theories includes system construction process, system construction model and system construction methodology, which are integrated together and served as an integrated theory of MIS developing platform.This dissertation stresses general design of MIS developing platform from the angle of information management. The critical issue existing in the general design is to design and develop necessary components according to the business of Electronic Construction.As a MIS developing platform, E-MIS will be of no effect and is not complete unless it is practically integrated with business system. The integration process is also called software implementation section, which mainly consists of system framework initialization, business model construction, component instantiation and business flow implementation. The critical step in the integration is to model dynamic business. In the end, the dissertation explains the instance process of E-MIS by giving a business example of "Quality Incident Management".
