Dramatic and deep changes are taking place in the internal structure of an enterprise and relationship between enterprises in modern times. In this process, consumer complicated demand give the power drawing, and information techniques propelling power. How to survive in the time of information economy and how to compete with other organizations? Many theories are raised including supply chains, value chain and value nets.The reform of enterprise evaluation system is also commonly concerned not only in the field of theory, but in the practice, which is also the beginning of improving management level and raising production efficiency. As living style of enterprises changes, research on evaluation system also moves from evaluating a single unit to evaluating a group participated in the whole competition.However, a competition group has a shaping process. When an enterprise chooses his partner, he also chooses his future. On the basis of analyzing the contents and generalizing the methods of existing performance evaluation systems, the author first suggests performance evaluation should be different from selection evaluation; after that, concerning of specialty in the value net shaping, puts forward the main frame of selection evaluation system, as well as principle in choosing proper index, and emphasizes realistic function of the learning ability and information standard index. Finally the author offers a set of index that was widely used as a reference to help enterprise to select his partner especially suppliers. It also lays a good foundation for further research and application in enterprises.
