Great changes have taken place in the human society since the beginning of the 21st century, among which industrial economy and competition has promoted all organizations to make full use of their overall resources to ensure their existence and development. Human resource, as one of the most important resources, is attracting more and more attention. And effective management of human resource has become the key to the development and success of all organizations. However many relative problems have also come out with the enhancement of the position and function of human resource management in the enterprise management, especially when the reform policy has been carried out in SOE for over 20 years, for example, how to formulate the best policy to manage human resource and the best system to examine its achievement and effect , how to deal with the relationship between the management of human resource and the efficiency of enterprises so as to make the beneficial results of enterprises and their long-term development in accordance with each other. As a result, a theoretical research in the deeper level will provide guidance and help for those practitioners. So the writer of this essay isto make a research into the core system of the human resource management-the aspect of achievement and effect examination connected with the present condition of SOE in order to solve the problems of how to shorten the gap between SOE and advanced enterprises and set up a human resource system-to suit the development of the state-owned economy.The modern management of human resource originated from the management of laborers in Britain and evolved form the personnel management of the USA. With the continual development of the human resource management, more and more attention has been paid to it. Since 1978,deep and essential changes havetaken place to SOE either in its inner management system and its outer environment. Especially since the 1990's, the tendency of economic globalization is becoming more and more obvious. The challenge to management brought by the transformation of productive forces is the essential reason for the reform of the human resource system of SOE. With over 20 years of reform, we can still see the urgency of the lack of effective system, as well as the lack of support of the overall management environment. The core system of achievement and effect examination shows backward thought, the lack of managers and technical staff needed by national economic development and the lack of competition, examination and supervision system in accordance with the modern enterprise system.In the writer's opinion, the key to set up such a system is to change the backward thought first, to enhance people's knowledge of the importance of human resources, to set up a healthy achievement and effect system to help practice the human resource management and to set up human capital investment system so as to create an effective social environment. Through the building of environment from inside to outside, the SOE achievement and effect examination system will be ensured in institution, resource and service. In such an environment, there will be new and creative stage for high-tech personals who will accelerate the further development of the SOE.
