A Research On The Evaluation And Improvement Of Local Government Credit

Government credit is an important part of social credit system. Maintaining and raising good government credit are essential conditions of ensuring society's stabilization and promoting the development of economy as well as a fundamental requirement adapting to be a member of WTO. Being grass roots regime, which is the organic component of our national regime, local government credit forms and embodies national credit. Nowadays, lack of local government credit is a general phenomenon. Therefore, it is very urgent to strengthen the research of local government credit and form a scientific, impersonal and just evaluating system on it, so that effective measures can be carried out to improve local government credit.This paper takes county A as a case. Basing on theoretical expatiation and referring to foreign successful experiences, it constructs an evaluating system of local government credit. According to the evaluation of government credit of county A and profound analysis on the reasons of lack of credit, it points out effective approaches to improve local government credit.This paper consists of four parts.Part one is the introduction, hi terms of the main clue, raising, studying and solving problems, having made comments on relevant researches, it defines the credit of central government and local government, and divides government credit into management credit, service credit and leaders credit according to government's administrative duty and procedure. Furthermore, it illustrates the contents and principles of the government credit.In part two, it focuses on the construction of the evaluation system of local government credit. On the basis of reasonable references to the evaluating indexes of foreign government credit, it sets up indexes of probity, transparency, administrative efficiency and capability, which are the core of the evaluating system, in the light of principles of system analysis, scientific setting, maintainingcharacteristics and according to reality.Part three evaluates and expatiates government credit of county A. After analysis on the elementary situations and relative credit indexes of county A, it gives an assessment about the credit of county A. Next it parses the reasons of lack of county government credit, which can be concluded as followings: defects of unclarity in power separation between central and local government, attachment of the party and government, complexity of leading system, disorder of decision making, unbalance of psychology in the process of reform such as investing minds in the appointment and remove of occupations, seeking for rents originally caused by current unfair salary system, behindhand administrative thoughts, attachment of government and enterprises, and lack of financial support which are formed historically as well as the deteriorating administration expanding, ineffective of supervision caused by distemperedness of administrative evaluating mechanism, social supervision mechanism and civil servant management mechanism, losing morality and rotten tropism in evaluation under the impacts of reform, custom facts when government and the public play chess, and the non-government itself factors.Part four presents some proposals of improving local government credit. It mainly concludes five items: enhancing the consciousness of local government credit, setting,up legal systems of local government credit management, developing agencies evaluating the credit, building the supervision system on the credit and improving civil servants' capacity.The innovative point is to attempt to construct the evaluation system of the local government credit, in order to pave the best way for the people to analyze and study it; The fresh idea in this paper is to analyze the government credit of the county A by the means of using the demonstrative research; The suggestion to improve the government credit which put forward in this paper is maneuverable and practicable.
