As a modern transportation means, air transportation, due to its swiftness, safety and comfort, constitutes a major part in the overall transportation system of the modern society. The development of a country's modern air transportation industry reflects the level of the country's political stability, opening-up and economic prosperity. The 16 th National Congress of the Communist Party of China put forward the objective of building China into a well-off society in an all-round way during the first 20 years of this century, which showed clearly in which direction our Party and our country were moving toward. It also placed new and greater demands on the development of air transportation. In order to make sure that China can grow from a large transportation nation into a great one in around the year 2002 and the objective of building a well-off society in an all-round way can be achieved, it is necessary to speed up the modernization of air transportation.The study on air transportation is the basis for the development of civil aviation industry, which not only has bearing on the place of civil aviation industry in the overall national transportation system, but also determines whether this industry can develop in a balanced and harmonious manner. Rational scientific study must serve as the guide for the determination of the structure and total number of airplanes, the construction of infrastructure and scale, the distribution of human resources, the acquisition of economical and social benefits, and also the implementation of rational and orderly market competition.This thesis starts with the development trend of China's civil aviation industry after the founding of People's Republic of China, and particularly after the implementation of the reform and opening-up policy. Through both quantitative and qualitative analysis, it analyses the scale, law and characteristics of the development of air transportation. The related factors such as politics, economy, diplomacy, and other means of transportation have also been analyzed. Based on the statistics about the passenger capacity of air transportation after the reform and opening-up, that is, from the year 1978 to 2002, by the means of trend projection and Econometric modelthis thesis predicts the future passenger capacity of China's civil aviation industry and makes a general prediction about the development scale and the rate of China's air transportation. Upon all theses, the strategy for the development of air transportation is put forward.
