In our country, the 900 of 1300 million population live in the village. Village communities are used as the living places of fanners and the production's base, and its development directly relates to the living quality of 70 percent of the whole nation's population. With the successive development of national economy and social service, the pace of urbanized advance has been accelerated. From cities to towns, the population increases rapidly, the infrastructure has been improved step by step, So the living quality of town dwellers has been improved greatly, But at the same time, in the rural area, where the majority of the national population lives, the developing direction of rural communities is indefinite and the program is out of date, the fund is short, the investment is seriously lack, the matching facilities can not reach a reasonable level, which affect seriously the village dwellers' living environment and the improvement living quality. The differences between township and village is becoming gradually great, accordingly the people living in the village flood into city, which makes large compressive stress to city, hampers the development of integration of township and village, and hampers the development of rural economy. In order to change this situation, we must pay attention to construction of rural communities. Before the metaphase of 1990s, people pay close attention to city planning and construction. Recently, begin to pay attention to town planning and construction. At the same time government dive into some fund for market town too. But it pays little attention to the central village communities planning and construction. The central village is the main body of village communities in the future, and living place of fanners. Construction of the central village is not only the objective necessity of developing rural economy and the main means of improving rural socialized facilities serving the people, but also necessary choice of lowering distance between township and village, improving living condition for farmers, making farmers lead a happy life and work willingly. In this paper, investigated the Jianghan Plain's village communities at different economical developing level, analyzed the problems of construction of village communities, discussed the mode of central village planning and construction and the level of estimation and accept from the following five chapters.
