This thesis consists of three parts:The first part (Part I ) is the brief introduction to technology innovation and its effect on economic growth. To begin with, by introducing the origin of technology innovation, giving the definitions of "technology" and "innovation" provide by different scholars and presenting the disagreement on the standard of "success" in the market, the definition of technology innovation in our country at present is introduced. Then the dialectical relationship between technology innovation and economic competitiveness is discussed. Finally, by applying the parameter model of macro-economic distribution, the effect of technology innovation on economic growth is grantitatively discussed and the significance of the evaluation of technology innovation is pointed out.The second part (Part II) is on the evaluation index system of technology innovation. First, the guidelines and principles of the evaluation index system of technology innovation is presented and discussed. It is pointed out that the system should follow the principle of objective, science and fitness. The capability index of innovation resources input is designed, including 6 indexes, namely, the capability ofinnovation resources input, innovation management, innovation tendency, capability of research and development, productivity and marketing capability. Besides, the evaluation index of innovation output capability is designed, which is in the form of profitable, technological and competitive output. Then the evaluation index system of technology innovation on the micro-level (enterprises) is made from the conditions, capabilities and achievements of technology innovation. Moreover, the evaluation index system of technology innovation on the micro-level (regions) is made from three aspects, i.e., the basis, input and output of technology innovation.The third part (Part III) is about the evaluation way of technology innovation. Several generally-accepted ways are introduced, which involve blurred evaluation way, integrated evaluation way (including main ingredients analysis way, grey main ingredients analysis way and grey level-related way) and level analysis way(also called AHP way). By applying these ways into the evaluation of technology innovation, the evaluation models are correspondingly constructed, specific data collected are analyzed and the matching results are analyzed. More analysis and research are made on the uncertainties in technology innovation, which are highly concerned by enterprises, and investment hazards in high-tech projects so as to give the basis of judgement when enterprises invest in technology innovation and technology projects. Aftermaking the analysis of the distribution of inter-enterprises and intra-enterprises technology innovation, the conclusion is reached that the distribution speed is in invers proportion to the period of investment returns when applying new technologies, and proportional to industrial growth speed. So it is expounded that the enterprises' core competitiveness is the combined capabilities of resources innovation composed of capabilities of essence adsorption, integration development and resources operation, thus establishing the evaluation index system of enterprises, combined capabilities of resources innovation. Finally, the conclusion is drawn that only by resorting to high combined capabilities of resources innovation can enterprises make satisfactory achievements in market competition.The original point in this thesis consists in enriching and developing the related theories of technology innovation in regions and enterprises, establishing the evaluation index system of technology innovation, and by using the system, making practical evaluation of technology innovation in different regions and enterprises, thus providing the effective way to make decision scientifically in technology innovation for enterprises and the government.
