The problem of investment is a very important project in the field of economics. The deep-seated explorement and research in investing model provide academic foundation for people to make decision. The essential problem in investing model is how to evaluate and depict the conscious behavior of rational person during the process of investment. Many characters of rational person are not obvious, and they can only emerge through long-term evolving process of the system.Aim at the abovementioned problems, the main works of the paper are as follows:First, the implementation of XOR problem is analyzed, and the XOR problem is mapped to game trait among the adaptive agents.Second, the map realizations of adaptive agents are extended. The more detailed benchmark of adaptive agents are computed. And then, the combined investing method is brought forward. Third, the investment process of Olympic gymnasiums construction is modeled. Logic function is mentioned to map the rational person and the government's policy, and the XOR problem maps the game course between the government and the investors. Then, the whole investment process of gymnasium construction is modeled.The model is simulated on the SWARM platform. The procedure of the simulation demonstrates clearly the game trait between the government and the investors, and provided an experiment platform for the government macroscopical policy of adjust and control. The results of the simulation indicate that, if the government takes the combined investment method, abundant capital can be financed,the financing ability of the low benefit gymnasiums can be increased, and the process of the investment can be quickened.
