A Study On China's Environmental Investment System And Optimizing Investment Of Enterprise

Nowadays, the sustainable development strategy has become common knowledge of international society. To realize sustainable development, environment must be protected and the powerful environmental protection investment is the base of environmental protection. If there weren't environmental protection investment as the material foundation, environmental problem wouldn't be impossible to get solution and say nothing of sustainable development.On the basis of investigating the environmental protection policy of developed countries, the author of this paper puts emphasis on studying our country's environmental protection system, such as investment scale, investor, capital source, investment direction and how to reform the system by qualitative and quantitative analysis, positive and normative analysis, landscape and portrait comparison analysis. Then, the author studies the best investment scale according to the comprehensive benefits of enterprise by gray related analysis.The main conclusions in the paper are as follows:(1)Under the current environmental protection investment system, the economic lever and market mechanism affect the activity of environmental protection investment lightly. So the current system doesn't adapt the reform from plan economy to market economy.(2)About the management of enterprise's environmental investment, the economic means is better than the law or administration management simply.(3)The measures included:1) Divide the right of environment protection investors reasonably.2) Urge environment protection investor diversification3) Set up the professional investment company for environmental protection.4) Establish the mechanism of prevent pollution to business enterprise.5 ) Promote the business management for the environment public utilities.6 ) Grow the market system serve for the environmental protection investment.
