Along with the quick development of knowledge-based economy now, the overall competition centering on scientific and technological advancement and the knowledge innovation among each country of the world increasingly sharpened. And science and technology has become the most effective and important factor in the productive forces. And quickly transforming the scientific and technological achievement into the productive forces is critical to raise the competition. But owing to lack of scientific research investment and human resource and the related system in our country. At present the quantity and quality of scientific and technological achievements can't satisfy the needs. On the other hand, because of factor such as national security and system confinement, the national defense scientific and technological achievement created by the national defense scientific and technological personnel can't be exploited fully in the national economy. Thus it causes large waste. Therefore, the achievements how to be transformed rapidly effectively into the productive forces is very significant.At present the theory of the national defense scientific and technological achievements transforming is still not systemic, specialized and all-round. Therefore I try to build a complete theoretical frame of the achievements transforming.
