After World War II, the international political environment is comparatively steady, as a result, science and technology have developed fast, the living standards of the people have improved gradually, the tourism activities have become one of the important parts of the life style of modern civilization. Thereupon, tourism industry has already reached a new point of growth and become the greatest industry of international economy after having developed for half a century continuously and steadily. But the tourism industry in China started late relatively. Until the 1990s it has just entered the vigorous stage of tourism industry development. From the beginning, the supplying of tourism product has faced the challenge of international market and the pressure from domestic tourism's expanding rapidly. The tourism product is the key of tourism industry, and the foundation of developing tourism. Obviously, the development of tourism product deeply affects the development speed of regional tourist industry.Therefore, the paper analyses the weakness in theory and the deficiency in practice about developing tourism product with systematic thought and methods, and puts forward the theoretical system of tourism product development. The paper includes three plates altogether. The first plate probes into the definition, characteristics and the theory of systematic development of tourism product, and analyzes the key elements that interfere with systematic development. Considering the development conditions of tourism product in Gansu Province, the second plate expounds the theory of structural optimization of tourism product and the theory of innovative development. In the third plate, the development of tourism product in Gansu Province is a case study.The tourism product is one of the important concepts and basic contents in the tourism economics, but the study on its basic theory has not been paid enough attention yet. In this paper the definition of the tourism product is explained. The tourism product has comprehensiveness, culture, information, variety and commodity as its distinguishing features. Without considering uncontrollable factors, the systematic development of the tourism product may be influenced deeply by tourist resources, spatial competition, the possibility of entering, developers, tourists, operators, regional economy, natural and social environment, etc. In addition, this paper still puts forward the structural optimization and the innovational development combining the development traits of regional tourist products. The innovational development includes the innovation of idea, innovation of culture, the innovation of development mode, the innovation of science and technology. The structural optimization includes the optimization of spatial structure, the optimization of time structure, the optimization of key element structure and the optimization of typical structure.In the case study, the paper analyses and evaluates the current situation of the development of tourism product in Gansu Province, Proposes building the ten key scenic spots, three networks of Lanzhou, Dunhuang and Tianshui, all kinds of line products by main traffic in order to optimize the structures in the whole province, and to accelerate the development of tourism with innovative vigor and brand attraction using the theory of regional systematic development of tourism products.
