According to the plan of the social economics we forecasted the freight quantity in every river-routes and harbors and goods. Then put forward programming ship by demonstrating the main line. At last we made a scientific, reasonable programming research plan with river-routes and harbors. And we brought forward implementing idea by stages and the solving countermeasures for the existing problems.
