On The Characters And Regulation Of International Intervening Of Post-cold War

After the cold war, with the alteration of the international framework, development of world economics and the demand of the international security, the phenomenon of international interference has rapidly increased, and become one significant character of international relationship. The internal study on the international interference started in the recent years and there is the ambiguity on the conception and the action cognizance. This thesis stresses on the characters of post cold war interference on the basis of the confirmation of the conception of international interference and the interferencephenomenon of international community, at the aim of illuminating the rationality and validity of the international interference. Meanwhile, with the analysis of the global politics, especially the ongoing Iraq War, the negative elements of international interference have abounded. Therefore, the thesis strictly regulates the international interference, limiting the negative elements to lead it to the robust way of development.The thesis covers three parts.The first part aims to introduce the conception and evolution of international interference. After the cold war, with the increase of the phenomenon of the international interference, the term has frequently been on various newspapers; but as for the concept of "international interference" , there is no explicit confirmation, always confusing with "intervention" . This part mainly induces the conception of international interference and meanwhile introduces the target and content in this thesis through analyzing the rational and valid gist of international interference actions after the cold war, and comparing with intervention actions. Furthermore, the generating elements and evolution are analyzed, illustrating that internationalinterference is the phenomenon after the formation of international community and has the close connection with the social background of certain times, possessing the characters of the time.The second part induces the chief characters of international interference after the cold war: international organizations have become the important carrier of implementing international interference; the interference actions under the collective security system have become the significant form of international interference after the cold war; economic sanction has become the important means of the international interference after cold war instead of military sanction; universalized range of international interference after the cold war; moralization of subterfuge of post cold-war international interference. Analyzing the characters, the thesis believes that the post cold-war international interference coincide with the characters as disaggregation of the bipolar pattern, strengthening of the situation of mutual dependence, cooperation of the entire world and the correspondence of the powers. It contains more rational elements and plays a positive role, but its negative elements abound because of the hegemony and power politics.The third part further analyzes the lurch which the international interference confronted with: it is believed that international interference theoretically respects the national dominion and restricts the dominion abuse in a reversed way, thus the restriction it forms to the national dominion are rational. However, the international community are in want of the ideological basis of the universal view of value and standard on which these international interference depend; international organizations have no strength of implementing international interference, while some sovereignties especially some powers' participation often traps the problems of whether and how the international is interference implemented into "powerlization" , consequently harm the interfered countries' dominion. In order to disentangle its difficulties, and come the way of robust development, it is reckoned thatthe strict regulation of the international interference should be on process in the framework of law of nations.
