The birth and booming of the high-tech enterprises have been the key component of the national economy. Almost the firms existing and taking competitions in market are the small and medium sized enterprises (SME) among the numerous enterprises. Therefore, it is quite necessary to guide these firms correctly in the present political and economic environment, and let them take advantage of themselves to promote the economy as well. Basing on theory of the strategic management, this article will study the reasonable strategy for small and medium sized enterprises to carve out and develop. There are three parts will refers in: one is the environmental assessments for SME ; another is the carving out strategy for SME and the last one focus on the strategy of Chengdu Success-creative Co., Ltd(CDSC).In part one, we study the characteristics of high-tech SME-having technology dominance, strong ambition of innovation, organization agility, large number, different forms, rapid development and financing difficult, small size, familial owner management, impracticable action, mixed farming out of ability are the key problems of SME's growing. We pay more attention on the external assessments including politics, economy, laws, culture, technology and etc. In part two, according the assessment herein before, we seek after the way of building the very core rivalship ability of the SME, and the carving out strategy of SME. Focusing on subdivision market, concentrating on the main target, enforcing on technological innovation, promoting the product competence, setting new human resource system, taking management explore are the main strategical positions. In part three, we assess the industrial background and company's resources of CDSC, find out the opportunities and challenges. The carving out strategy of CDSC is basing on the primary discussions: technology, subdivision, innovation, marketing.
