In the age of intellectual economy, how to establish the up-to-date manpower resources development and administrative systems has become a much concerned and deeply discussed issue. By expounding the importance and urgency of manpower resources development, comparing and analyzing its practice in typical countries in the world as well as its experience in China's economically-developed areas, the essay inquires into the strategies and countermeasures of manpower resources development in Fujian province in the age of intellectual economy.In part I, the essay covers the significance and features of manpower resources development, expounding the importance and urgency of manpower resources development in the age of intellectual economv. Part II compares and analyzes the successful practice of manpower resources development in capitalist countries like the U.S.A and Japan, analyzes the development situation of manpower resources in China and as a result, grasps more thoroughly by comparison the situation of manpower resources development in China. Part III sees the analysis and comparison of manpower resources development situation in China's economically-developed areas like Shanghai and Taiwan and generalizes some practical experience and ideas. In part IV, the author, basing on the studies, comparison and analysis mentioned above, proposes the strategies and countermeasures of Fujian manpower resources development in accordance with the tendency of manpower resources development in the age of intellectual economy and in-depth analysis both macroscopically and microscopically of the situation, the main existing problems and their causes in the development of manpower resources in Fujian province.
