This dissertation includes 4 chapters, containing 10 sections together. With the MNCs' R&D globalization trend (localization trend) as clue through the context, this dissertation sets promoting state economy technology progress as its purport, then provides some policy suggestions on attracting foreign investment and technology concerned with utilizing MNCs' R&D globalization trend.It begins with review of most important economic growth theory of DEVELOPMENT ECONOMICS, and tries every means to probe into the contributions to economic growth made by the factor of technology progress and the way how it plays its key role. After that, some analysis about the most modest organizing form, size and mechanism that China's technology progress should take are stedied. Then, the main obstacles to China's technology progress at present are pointed out..The 2nd chapter succinctly presents traditional FDI theories. Then the emphasis is put on analyzing modern MNCs' strategic adjustments and the tie between their changes in feature and KNOWLEDGE ECONOMY, INFORMATION ECONOMY, FIBER ECONOMY.The 3rd chapter wants to find out the joint between China's technology progress and MNCs' R&D globalization trend. The final conclusion of this dissertation is as following: co-operated R&D should be the most appropriate form of China's technology progress, and Multinational Corporations will be the best competition -cooperation partner helping China's implementing co-operated R&D strategy.The 4th chapter tenders several suggestions about attracting foreign investments and technology for China on the basis of above chapter.
