Under high tense market competition environment, how a company deals with the consuming lever increasing, market share re-divided, and the political, economical, culture and social dramatic changing become a problem now. Company has to focus on its own organization structure and working process and adopt BPR Idea to reengineer itself for keeping competition advantage and improving the core competition force.The article began with The Business Process Reengineering Theory, explained the background and international study trend of the Theory and other related ideas about strategic management and organization structure and reformation, therefore made a conclusion of basic conceptions, features and principles for enterprise reengineering. The article had referred the state-owned company reform experiences, analyzed the existing problems and situation of the state-owned company, pointed out the main difficulties for the state owned company to reengineer are those about Inner company confined backward ideas, Capital lack and deficient BPR Exerting. The article creatively present the basic model and process for state-owned company to carry out BPR strategy, included analyzing company inter and outer environment, making company development strategy, changing work process, explaining the present process, finding key process, reengineering and exerting process.Firstly, by analyzing company inner and outer environment, the existing strengths, weaknesses, opportunities and threats were defined, then through SWOT analyzing according to related theory of strategic management to make company development strategy. Secondly, the Custom Orientation will be established by company inner reform, the high efficient Process Center structure will be built by removing traditional management organizational model. Thirdly, the inner company process will be found by taking Six W analysis method based on the current company process description in the Orientation change. Finally, the Process will be implement by adopting ECRS technique for process re-planed, simplified and reengineered.The article's Strategy Exerting Model had been tested in JN Company's BPR implement plan, as a result the company management system had been modified, the reaction to outer environment became sensitive and the competition strength enhanced. The researching fruit of the article will be a valuable reference for Business Process Reengineering Theory development and State-own company reform practice.
