| China state-owned enterprises are in the important period after over 20 years' reforming and developing from which deep-seated conflicts emerge gradually. That has been the key factor which restricts the further reform and development. China state-owned enterprises will plunge into more difficult condition that must be affecting prosperity and stability of country economic unless present problems are solved in time. So we get into the key point of reform.China state-owned enterprises face the chief conflicts as follow: First, relationship between government and enterprise is not separated thoroughly. Though planned system was not existed for a long time, government has remained the managing mode of planned system and held in hand the state enterprises firmly. Mixing of government and enterprise is the typical phinomenon. Government always uses their power to interfere in enterprise management which mostly increase enterprise burden, which means rigid system of state-owned enterprises can not get truly reform without genuine market economic environment. Second, simplifying administrative structure and personnel redundant face great difficulties. Several years traditional managing mode make state-owned enterprises overstaffed, difficulties existing in personnel reducing and introduce of excellent persons with ability must bring on preventing the development of enterprise. Third, rigid personnel system. Genuine persons with ability can not be promoted, on the contrary flatters also can get more promoting opportunities. Creation of faction results in difficulty of tapping intellectual resources. Last, distribution system is unreasonable. We should set up scientific and reasonable distribution system.In my opinion, we must take following measures to improve enterprise reform. First, improve relationship between government and enterprise further. Building modern enterprise system is obviously important. Second, put into effect adjusting the organization structure deeply from highest leaders, middle leaders to lowest. Remove obstacles and provide perfect social guarantee system for lay off works and reposition redundant personnel. Set up "re-employment service center" to make people have a good survival -environment. Third, improve thoroughly personnel system so that talent can accept a higher post. Train employee with new enterprise spirit. Fourth, personnel system reform must be equal from highest leaders to lowest. Contribution links up with benefit by annual salary. Carry out the principle of "able people do more work and get more reward" to employees. Last, more communication with other outstanding enterprisers, share useful advanced experiences and play a locomotive role. |
