On Application Of WTO Law And Checking Of Regional Regulation In Hunan Province

As a global trade Agreement WTO is the result of the advancement of product power and global economical integration. According to the Agreements on the Foundation of World Trade Organization,the gist reads as following:develop trade and economic,improve living standard,assure full - employment,raise the real income,stimulate the need,enlarge the services and the transaction of products and commodity. The gist' s achievement depends on whether WTO' s principle can be fulfilled loyally by the partners. The Strength and development of multilane trade system,which is energetic and integrated ,connects with the execution of basical principle including most favorable nation treatment,national treatment,tariff concession and so on. .China's entry into WTO links with both chance and challenge. Legal system is one of the most difficult. As a great country famous for good faith,China should face new situation and settle the question actively. As a partner,China should perform WTO's law. It's requested that WTO's law should be applied. The indirect-way is the main principle for WTO law' s application in China,which means transferring WTO' s law into domestic by drawing,modifying and abolishing. So regional regulation's Checking is meaningful.Now,the legislatures in province,autonomous regions and municipalities should construct a new legal system according the new thoughts and new principle to fit the new situation. Hunan province,a agricultural province in mid - China and effected by the reason ofhistoric,economic and district,is effected by planed economy still now on. The regional regulation's checking in Hunan is a very important and strenuous work.Now,some departments' checking work in Hunan is successful and effective but there is still a long way to go. This article,through analyzing the principle and application of WTO's law,summarizes the province's Checking on regional regulation,and explain it in theory. At the same time,the checking scope is discussed and the corresponding suggestion is supplied.
