A Study Of Cultivating And Developing Mode For High Technology Development Zone In Northwest Of China

On knowledge-based economic times, how to develop high technology development zone (HTDZ) in Northwest of China has attracted many scholars and governmental officers' attentions. Based on the positive studies of national level HTDZ in northwest, under the instruction of system science, using regional development theory, this paper tried to analyze the HTDZ problems, then provided some strategies for how the HTDZ should be cultivated and developed. The paper began with those outer conditions including the high technology concepts, the initiated factors of the HTDZ, development environment and work mechanism. Moreover, This paper combined the positive investigations and system study as a method. There were three parts included in the paper: 1) Using mathematical method, the northwest HTDZ actuality had been studied and the corresponding suggestions were also provided. 2) Supported by new regional development theory, according to analyzed results, the development modes of northwest HTDZ were provided, they were listed in the follows: innovation and incubator mode for HTDZ in Xi'an; Agriculture Promotion of Science and Education mode for HIDZ in Yang Ling; researching and exploring mode for HTDZ in Lanzhou and Baoji; exporting and processing mode for HTDZ in Urumqi. Moreover, this part provided how to construct Hi-Tech Industrial zone , forming and developing of four Hi-Tech Industrial zones should be considered to construct at first, that is, Guanzhong Hi-Tech Industrial zone in Xi'an and Baoji were as center; Agriculture Promotion of Science and Education H-T Industrial zone in Yang Ling and Zhang Ye were as center; The upper of Yellow river H-T Industrial zone in Lanzhou, Yin chuan and Xining were as center; Tian mountain-north- slope H-T Industrial zone in Xinjiang whose center were the HTDZ in Urumqi, Shihezi and Kelamayi, by which economic development in northwest of China will be highly prompted. 3) The part provided some advice aimed at real status, which included globalization and local innovation, local studying ability and improvement of elemental establishment, local development and assembled innovation, net conjoined with study and innovation, how to perform the sustainable development and so on.
