| In this paper, it was pointed out that the improper concern on environmental-friendly science & technology will cause the development of sci & tech diverted from its sustainable development direction, which is based on the commonsense of sustainable development and side-effect of the development of traditional sci & tech. So, the author assumes that the environmental-friendly sci & tech should include all means and tools for sustainable development to broaden the tradition vision. Environmental-friendly sci & tech is characterized by its exteriority, hierarchy, overlap, complexity, relativity, continuity, ahead of one's time, and so on. Environmental-friendly sci & tech is sustainable, and it is the effective means of economic growth, resource usage and the quality improvement of environment, which is considered as a approach of win-win. Environmental-friendly sci & tech is crucial to sustainable development. There are various forms of environmental-friendly sci & tech, and the process of environmental-friendly sci & tech is also the gradual process of sustainable development realization. Environmental-friendly sci & tech is the system, which has been outlined preliminarily including basic research, applicated research, extension, service agency, and those components are interactive in promoting the sustainable development. Accordingly the author, it recommended a basic pattern of co-efforts including government start-up, company operation, public participation and so on. For the institution construction of environmental-friendly sci & tech system, it should include the strategy and planning, operation institution, legislation and enforcement, educational institution and so on, which forms a beneficent cycle. As far as the example was concerned, we took Changfu Group as the example. And we offer its strategy and planning of sci & tech and makes positive analysis. Finally the author points out the conclusion and questions to further study.
