The Research About The Methods To Draw Up Budget Ration Standards Of Maritime Institution

The national economic development has been in a good structure and comprehensive quality-advanced and new stage, after China' economic system reverted had been developing over two decades. Previous budget management already isn't particularly good for the present economic situation, so it is necessary to research creatively management system of public finance, according to establishment of public finance of China, as it is an outstanding subject and important task with which our government confronts in the reform of economy system.How to draw up the budget and the reform of payment system are significant part. For a long time, the method of basic data-added had been adopted to draw up the budget by our government. Namely, the payment of this year is depended on the payment of last year and some factors that may influence the payment of this term. Objectively, this method has improved development of our budget system, however, with the achievement of socialism market-driven economic structure and establishment of fundamental framework of public finance; it doesn't catch up with this great transform and change. What's more, "exceeding", "lacking" and "mistaking" are so serious in our financial payment that state-owed capital can't expand effectively and efficiently, result in squandering resources.Our central government always pays attention to reform of budget management system and lots of relevant laws, regulations and rules had been drawn up gradually. Local authorities and central department also attempt to seek the new pattern of budget management, such as adopting department budget's form, supplying zero-based budget in order to set up public finance. With the improvement of budget management' reform and the trying to use Zero-based budget of governments and department, the groundwork seems more important. Drawing up the ration is one of the most significant basic works, so the research about the means to make ration is practical and urgent.This thesis adopts empirical research method,and relies on maritimeinstitution of the Ministry of Communication with the service as the study object. The thesis puts forward some means and thought that are used to work out the ration of service given by maritime institution. These results will accelerate maritime institution to promote budget management, optimize resource and make use of capital efficiently. The reason Ministry of Communication sets up the research "the ration of service given by administrative units of transportation and how to work out the ration " is that the suitable method of budget management can be used, and administrative units' functions can be performed perfectly. So the thesis' conclusions have significantly theoretical and practical value.
